Mentor to the Logistics NCO, Combined Training Advisory Group-Police (CTAG-P), AFG

Location(s): Afghanistan

Primary Purpose: Supports USG, Combined Training Advisory Group-Police (CTAG-P), Afghan National Police Programs to contribute the development of the National Police program.

Essential Functions:

  • Work directly with the logistics NCO to train and coach the ANPTC in Logistics Systems expertise in order to operate independently of outside assistance.
  • Assist in the establishment of organizational structures that enable effective logistics planning, programming, budgeting, operations, maintenance, training, program and budget execution, accountability and logistics support process.
  • Develop systems to anticipate required logistics requirements for training and ensure ANPTC has systems in place to provide needed support.
  • Develop systems of metrics to track ANPTC ability to provide logistics support for training.
  • Develop methods and systems to ensure that MOI can, within two years sustain training without contract support.
  • Develop systems to assist ANPTC in movement of students to and from training locations.
  • Develop and mentor multiple departments and divisions policies, processes and procedures.
  • Mentor and involve planning, policy development and space management.
  • Mentor in life cycle and sustainment management policies.
  • Develop a process to conduct property acquisition/transfer/disposal.
  • Develop an audit program to make sure Procurement Department is operating correctly.
  • Assist the Acquisitions and Procurement Systems Developer with completing the Acquisition and Procurement Procedures Manual.
  • Train and advise completion of the Acquisition and Procurement Procedures Policy.
  • Develop formal training program and POI on new procurement policies and revisions.
  • Train and advise staff and develop an Organization and Functions Manual for their directorate.
  • Develop formal training program and POIs on the automated asset management system.
  • Develop Logistics audit policies and publish auditing procedures.
  • Develop vehicle fleet management policy
  • Train and advise the Logistics Department staff with the development and publishing of logistics procedures.
  • Develop a distribution policy.
  • Advises on care and preservation of equipment received, stored and shipped.
  • Develop specific maintenance policies/SOPs, maintenance and logistics sustainment doctrine for all maintenance activities in the MOI.

 

Job Requirements: Bachelors Degree is required, Advanced Degree preferred, must have six years of relevant work experience within the last ten (10) years in the area of Integrated Logistics Support (ILS) administration, supply purchasing, and provisioning. Experience should demonstrate the ability to meet the functions described above. Field grade officer, 92Y (E-7 and above) with experience at the J4/J8 level is an essential differential for this position. Experience should demonstrate the ability to meet the functions described above. Must be familiar with a variety of field concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Must possess the ability to edit, draft and write various types of project documents. Must be able to work with minimal direction, to multi-task, meet deadlines, and set priorities in keeping with CNTPO Program standards and expectations. Must be a quick learner, adaptable, and responsible. Must have and demonstrate a strong proficiency in MS Office and Acrobat.

Effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base). Strong organizational skills with the ability to manage time and multiple priorities to completion. Problem solving skills with an analytical thought process. Ability to adapt to a rapidly changing environment.

Must be in excellent health and be able to deploy globally to include hostile environments (Afghanistan). Work environment varies from an office setting to austere conditions. The work schedule is a 60-hour work week; moreover, in some high-tempo periods, extended hours may be required.
