Primary Purpose: Effectively and efficiently manage cost, schedule, and performance parameters for specific CNTPO task order projects.

Essential Functions:

  • Assist in the development of specific task order proposals when assigned as the Project Director for that task.
  • Ensure the specific task order meets cost, schedule, and performance requirements.
  • Be aware of and stay within the assigned budget for the task order.
  • Report periodically (as directed by the Project Director) on the financial status of the task order.
  • Report periodically (as directed by the Project Director) on the status of the task order schedule.
  • Report periodically (as directed by the Project Director) on the task order performance.
  • Formulate and enforce work standards, assign schedules, and review work discrepancies of all personnel performing on the task order, and directly supervise on site CNTPO personnel working on the task order.
  • Organize, direct, and coordinate planning and implementation of all subcontractor activities required to successfully execute the task order.
  • Counsel staff and independent contractors executing the task order, (as directed by the Project Director).
  • Direct activities of personnel performing on the task order to ensure task order cost, schedule, and performance requirements are accomplished.
  • Recommend a dollar value of purchases for equipment, supplies, or other required direct or indirect costs necessary to execute the program.
  • Interface with Government Task Order Managers (TOMs) to obtain or exchange specific task order information.
  • Draft technical execution and management plans for proposals; draft project operational security plans, progress reports, training plans, reporting metrics, and task order management plans.
  • Manage proposal red teams in the review of Task Order Requirements Packages, Task Execution Packages, and USTC proposals, and cost proposals.
  • Initiate projects by creating a baseline and conducting an internal kick-off meeting, and external kick-off conferences with the U.S. Government and foreign coalition forces.
  • Design and write project plans (as directed by the Project Director) based on the Delivery Orders and Performance Work Statements, to include work breakdown structures with individual roles and responsibilities.
  • Based on the Delivery Order CLINs, develop project spend plans and manage monthly budgets.
  • Mobilize qualified personnel to provide services or develop products, and manage projects in accordance with the Contract Line Item Numbers (CLINs) and Contract Data Requirements Lists (CDRLs).
  • Provide direct interface with the Government Counter Narco-terrorism Technology Program Office Task Order Managers, and onsite Project Managers, U.S. Government, foreign Government, and or Para-military personnel.
  • Simultaneously manage the project execution and performance of multiple subcontractors.
  • Manage the inventory and control of Government and Contractor furnished equipment, materials, and information.
  • Manage the projects compliance with the International Traffic In Arms (ITAR) Regulations, specifically in regard to licenses and technical assistance agreements.
  • Draft and manage project quad charts and interim program reviews.
  • Complete product development or the provision of services in accordance with the contract and draft and deliver final program reviews.
  • Performs other duties as assigned or required.

Job Requirements: At a minimum should have a bachelors degree from a college or university accredited by an accrediting body recognized by the Department of Education or five (5) years of relevant work experience that demonstrates the ability to meet the duties describe above. Must possess the ability to edit, draft and write various types of project documents. Must be able to work with minimal direction, to multi-task, meet deadlines, and set priorities in keeping with CNTPO Program standards and expectations. Must be a quick learner, adaptable, and responsible. Must have and demonstrate a strong proficiency in MS Office and Acrobat. At a minimum, requires a Department of Defense SECRET clearance.
Effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base). Strong organizational skills with the ability to manage time and multiple priorities to completion. Problem solving skills with an analytical thought process. Ability to adapt to a rapidly changing environment.

Working Conditions: Work is based in a busy office environment and subject to frequent interruptions. Normal work hours are Monday-Friday 8:00 to 5:00, however some extended or weekend hours are required.

Physical Requirements: Must be able to lift and carry file boxes and other awkward items weighing up to 25 lbs, including up and down stairs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday. Must be able to see and hear, or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.

Must be in excellent health and be able to deploy globally to include hostile environments (Afghanistan). Work environment varies from an office setting to austere conditions. The work schedule is a 60-hour work week; moreover, in some high-tempo periods, extended hours may be required.
