Primary Purpose: Manages the execution of all CNTPO task orders. Supports CNTPO, Afghan Ministry of Interior (MoI), Afghan National Police Programs to contribute the development of the National Police program.

Essential Functions:

  • Lead and manage multiple, large-scale training/mentorship programs in Afghanistan.
  • Ensure all task orders meet cost, schedule, and performance requirements.
  • Formulate and enforce work standards, assign schedules, review work discrepancies, and manage USTC CNTPO personnel.
  • Be the primary point of contact for the CNTPO program office and for the customers supported by CNTPO task orders.
  • Coordinate program review meetings, including arranging for facilities and equipment, assist in developing agendas, preparing attendance lists, and publishing meeting results.
  • Manage military design, development, integration, test and documentation operations for multiple task orders.
  • Ensure Project Directors organize, direct, and coordinate planning and implementation of all daily contract support activities.
  • Ensure all CNTPO and matrix support personnel conform to established FAR and acquisition system guidelines and work standards.
  • Coordinate and integrate the efforts of matrixed personnel supporting the CNTPO program.
  • Analyze in detail all aspects of task order requirement packages to assess potential cost, schedule, and performance approaches and risks.
  • Review draft task order technical and cost proposals for technical content and cost feasibility.
  • Draft or edit task order technical proposals.
  • Other duties as assigned or required.

Job Requirements:
Bachelors Degree is required. Advanced degree in management, business, or engineering preferred. Senior Military Officer (O6 and above) and/or Senior Federal Official (GS-15 and above) is an essential differential for this position. Must have at least ten years of experience as a Program Manager either in the Defense industry or as a Government Program Manager. Experience in a multicultural environment is desired. Must be completely familiar with all aspects of program management, must understand defense contracting as it relates to the Federal Acquisition Regulations, and must have experience managing others within a fast-paced Government contracting environment. Certification as a PMP and experience managing an IDIQ will be a plus.

Effective oral and written communication skills with all levels of the organization (including management, peers, team members and customer-base). Strong organizational skills with the ability to manage time and multiple priorities to completion. Problem solving skills with an analytical thought process. Ability to adapt to a rapidly changing environment.

Work is based in a busy office environment and subject to frequent interruptions. Normal work hours are Monday-Friday 8:00 to 5:00, however some extended or weekend hours are required.

Must be able to lift and carry file boxes and other awkward items weighing up to 25 lbs, including up and down stairs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday. Must be able to see and hear, or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.

Must be in excellent health and be able to deploy globally to include hostile environments (Afghanistan). Work environment varies from an office setting to austere conditions. The work schedule is a 60-hour work week; moreover, in some high-tempo periods, extended hours may be required.
