Five arrested in alleged gang rape; juveniles being charged as adults

Richmond, California (CNN) -- Police investigating the gang rape of a 15-year-old girl have arrested five people, a police spokesman said Wednesday.
Three juveniles and two adults are in custody in the rape on Saturday, said the Richmond police spokesman, Lt. Mark Gagan. The three juveniles will be charged as adults, he said.

F.B.I. Raid Kills Islamic Group Leader in Michigan

Federal agents on Wednesday fatally shot a man they described as the leader of a violent Sunni Muslim separatist group in Detroit.
The 53-year-old man, Luqman Ameen Abdullah, was killed in one of three raids conducted in and around the city, in which six followers of his were taken into custody.
Mr. Abdullah, whom the agents were trying to arrest in Dearborn on charges that included illegal possession and sale of firearms and conspiracy to sell stolen goods, refused to surrender and began firing at them from awarehouse, according to a statement by the Federal Bureau of Investigation and the United States attorney's office in Detroit. He was shot in the return fire, the statement said.

  Anti-mafia police release footage showing murder of 'gangster'

Italian police investigating the murder of an alleged gangster have released graphic CCTV footage that shows him being shot dead at point blank range.
Mario Bacio Terracino, believed to have been involved in a drugs feud with a rival gang, was murdered by a hitman outside a Naples bar in May.
Anti-mafia investigators said they released the footage of the 53-year-old's murder in the hope of finding someone who could identify the killer.

Tip of the Week

Sustainment Training

Since I've never met anyone who could shoot that didn’t dry fire we'll start by assuming that you keep up with that.

Now that we're at the range but short of time or funds how do we keep in shooting shape? Let's look at only 400 rounds a month broken down into 100 rounds a week.

1st Develop a plan and stick to it. Here's an example:

10 Rounds slow fire marksmanship - Very small dot, ability dependent, 3 inches, Silver Dollar or Quarter size - Rest between every shot, focus on sight picture / alignment, trigger press, 3 yard line.

10 Rounds: Presentations, one shot, 5 times low ready, 5 times high ready, presentations should be at 80% to max speed, speed of shot is dictated by difficulty of shot not speed of presentation, 3 yards 3 inch dot.

10 Rounds: The Draw, if you use more than one holster switch every week, 10 one shot draws, if you use concealed focus on that method, 3 yards 3 inch dot.

20 Rounds: Rythum Drills, 5 yards with 8 inch dot, 1 second, ½ second, ¼ & maximum cadence of five rounds.

10 Rounds: Reloads, chambered round w/empty mag, one shot, reload, one shot, from holster, 3 inch dot at 3 yards.

10 Rounds: Soft / Type 1 Malfunctions, loaded mag w/empty chamber, from holster, attempt to fire, tap, rack & reaquire the target, fire one shot. 20 Rounds: Shooters choice of what you like - it's also important to make this enjoyable so have some fun.

FINAL 10 Rounds: Come back to the beginning and finish with what you started with, marksmanship and focus.

With this small amount of ammo but a good plan and discipline a shooter can maintain a general high level of ability with a low level of time & money.

Department of Homeland Security to adopt NFPA Standard on emergency preparedness

Dept. of Homeland Security will adopt NFPA 1600 Standard on emergency management, business continuity, and crisis communications.

NFPA 1600, Standard on Disaster/Emergency Management and Business Continuity Programs has been designed for adoption under the Department of Homeland Security's (DHS) Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep).
NFPA 1600 addresses emergency management, business continuity, crisis communications, and recovery in a holistic framework that includes organization, management, risk assessment, prevention, mitigation, resource management, response, continuity, and recovery. NFPA 1600 is aligned with the Disaster Recovery Institute's 10 Professional Practices for Business Continuity. The standard recognizes and provides the flexibility entities need when developing individual preparedness programs and does not preclude the use of corporate or industry best practices.

Reports: Cyber attacks traced to N. Korea

SEOUL, South Korea - The North Korean government was the source of high-profile cyber attacks in July that caused Web outages in South Korea and the United States, news reports said Friday.

The IP address - the Web equivalent of a street address or phone number - that triggered the Web attacks was traced back to North Korea's Ministry of Post and Telecommunications, the chief of South Korean's main spy agency reportedly told lawmakers.

5.11 Tactical Light For Life

It's been awhile since I received a flashlight that was much bigger than palm-sized that I thought was really worth having. Why? Because if it's not on the cop's belt when he jumps out of his cruiser or it's not on the soldier's gear when he goes out on patrol, then it's not much good. The days of big heavy lights are long past. So when I got the Light for Life from 5.11 Tactical, I was surprised at its size; and then its weight; and then its performance. Modular Carry On "Luggage"?

Just recently I had to prepare for a short trip down south and I was trying to figure out how little I could get away with taking. I've become somewhat infamous for carrying a backpack almost everywhere I go... or my "tactical" briefcase. In this case I was trying to take ONLY the backpack but I just couldn't get what I needed to fit. Then I realized that, thanks to the wonderful world of MOLLE webbing, I had other options - and the modular carry on was born in my office. Certainly others have done this, but the options are incredible.
