We are past the half way point of another year! It does seem to go fast and when you are as busy as the training center is, it seems to go even faster. USTC is a 24-7-364 operation (we endeavor not to work on Christmas day). As a full service facility, billeting, meals, equipment and a guarantee to have your range up and running when you schedule it, the staff has to be motivated.
I decided to take this space to give a public BZ (Bravo Zulu) to all the men and women at the training center who work extremely hard to make this one of the finest facilities in the world.

CTF 150 Seizes 10 Tons of Narcotics
MANAMA, Bahrain - Coalition forces operating in the Gulf of Aden as part of Combined Task Force (CTF) 150, seized approximately 10 tons of narcotics July 7 with an estimated value of $70 million.
A U.S. Navy maritime patrol (P-3) aircraft and a British warship located and tracked the vessel in the Gulf of Aden and then the crew from the UK ship boarded the dhow approximately 150 miles southeast of Salalah, Oman. This drug seizure is the largest by coalition naval forces in 2009.

Preventive Detention in the War on Terror: A Comparison of How the United States, Britain, and Israel Detain and Incapacitate Terrorist Suspects
After September 11, 2001, the Administration decided to detain individuals suspected of being members or agents of al Qaeda or the Taliban as enemy combatants and hold them indefinitely for the duration of the war on terror. The rationale behind this system of preventive detention is to incapacitate suspected terrorists and facilitate interrogation. While the need for preventive detention is legitimate, the Administration asserts that its decision-making process to label individuals as enemy combatants should exclusively reside within the executive branch, thereby bypassing the checks and balances that comprise America's democratic system. Israel and Britain have been dealing with terrorism for decades, and both countries have shown that democracies facing comparable terrorist threats can implement preventive detention policies that are not based on unilateral executive usurpation of power.

Official: 3 aide workers kidnapped in Kenya
Gunmen have seized three foreign aid workers in northern Kenya and taken them across the border into Somalia, a security official said Saturday.
Roughly 10 gunmen arrived late on Friday night at a house in the border town of Mandera where the workers were staying, shot the watchman in the head and kidnapped the three, the official said, speaking anonymously because he was not authorized to talk to the media.

Dems' Big Risk
Congressional liberals must think Americans have very short memories. For years the Left trashed the Bush administration for not capturing and killing Osama bin Laden. Democrats claimed they could get the job done. Campaigning for president, Barack Obama made "We will kill bin Laden" a regular part of his foreign policy stump speech.
But as the political winds have shifted, so has the nature of the Left's indictments. Congressional Democrats continue to attack the Bush administration. Only now they are blaming it for trying to kill Osama bin Laden and other terrorist leaders.

Suicide bombers kill 8 at Jakarta Marriott, Ritz
Two days ago, they checked into room 1808 at the swank J.W. Marriott Hotel - smuggling explosives past metal detectors and security guards. Behind the closed door, investigators say the suicide attackers then assembled the bombs set off Friday at the Marriott and the Ritz-Carlton next door.
The blasts killed at least eight people and wounded more than 50 - and broke a four-year lull in terrorism in the world's most populous Muslim nation. Although significantly weakened by a crackdown in recent years, the attacks indicated Islamic militants still have the means to mount deadly assaults, even in heavily protected areas of Indonesia's capital.

Warriors in Greasepaint
One of the things that keeps an army fighting is morale. Thrown into bewildering and often horrible circumstances soldiers can become depressed and lose the will to live, much less fight. Keeping spirits and esprit de corps high is a perpetual difficulty. Demoralized and dispirited troops simply do not perform well. It is necessary to 'show them what they are fighting for'.
General George Marshall was well aware of this problem. In 1940, even before the entry of America into the Second World War, he proposed an organization to enhance the morale and quality of life for servicemen and their families and on February 4, 1941, the United Service Organization For National Defense, Inc. was chartered. The name was eventually changed to the now familiar United Service Organizations, Inc. (USO).

Police Recruitment and Retention in the Contemporary Urban Environment
Recruitment and retention of officers is an increasing challenge for police agencies in a time of increasing crime and homeland security demands and of decreasing resources in American cities. Many urban police agencies report particular difficulty in recruiting minority and female officers. To help address these challenges, the RAND Center on Quality Policing convened a National Summit on Police Recruitment and Retention in the Contemporary Urban Environment in June 2008. Speakers discussed changing police workforce issues, strategies being employed, lessons that could be learned from other organizations such as the military, and in-depth analyses of police recruiting and retention in selected cities. This report summarizes the presentations, discussions, and opinions offered by panelists at the summit.

New study links multi-tasking capacity to good or bad shooting decisions
Officers who have a greater capacity for multi-tasking are less likely to make errors in shooting decisions, even when emotionally aroused, according to a new study from psychology researchers at Georgia State University in Atlanta.
"The study is an important, seminal work," says Dr. Bill Lewinski, executive director of the Force Science Research Center at Minnesota State University-Mankato, "because it directs attention to human behavior factors in deadly force encounters, instead of focusing on race, environment, or alleged officer bias as so much previous research has done. We know from our own scientific investigations that factors of biology, physiology, and psychology are by far the most critical elements in lethal confrontations, and yet to date they are the least studied."

Warrior Wear Boots 2 Yr Test Report
More than two years ago I received a couple pair of boots from Warrior Wear – part of the BLACKHAWK! Products Group – for test and evaluation. Initial reports are easy but the true value of boots is found out over the course of time. So here I sit, that two years later, composing the report on those two pair of Warrior Wear Boots and I'm pleased to say they've done well. Recreational Equipment Review
"Appaloosa" and "Brimstone" by Robert B. Parker
Anyone who has read my book reviews knows that I'm a fan of Robert B. Parker. It's not blind appreciation though because one of his series just doesn't appeal to me (the Sunny Randall books). Every now and again Parker produces an "old west" book as he recently did with "Appaloosa" which was made into a movie and now with "Brimstone" the sequel to "Appaloosa". These are Parker's second and third attempts at the old west genre, his first having been "Gunman's Rhapsody". The books focus on Virgil Cole and his sidekick Everett Hitch and are stories told / narrated by Hitch. Interesting tales...

It is late Sunday. I have been busy since Thursday when an officer called to say his father had died and would I do the funeral service on Saturday evening. I have known this officer for a very long time. He is one of my favorite friends on the department... Certainly I said yes, I would be honored to serve their need.
