Pakistan conflict map
A map produced by the BBC suggests only 38% of Pakistan's North West Frontier Province (NWFP) and surrounding areas is under full government control.
The map, compiled by the BBC's Urdu language service, was based on local research and correspondent reports as well as conversations with officials.
It shows the Taliban strengthening their hold across the north-west.
Pakistan is currently engaged in a military offensive aimed at regaining part of the region from the Taliban.

Enhancing the Efficiency of LAPD Recruiting
The Los Angeles Police Department (LAPD) is in the middle of a five-year hiring plan to increase the number of sworn officers in the department by 1,000 and achieve a force strength of more than 10,000 officers for the first time in its history. Thus far, working together with the City of Los Angeles Personnel Department's Public Safety Bureau (PSB), the LAPD is on track to achieve this ambitious goal. However, the personnel department and the LAPD have been operating close to the margin, often meeting their hiring quota at the very end of the month.
In addition, the LAPD is under consent decrees that stipulate greater diversity in hiring its officers. This book assists the LAPD in achieving its recruiting and diversity goals by offering ways to improve productivity and efficiency in the recruiting process. It begins by identifying potential untapped local recruiting markets. It also provides a model of viable candidates that the LAPD and the personnel department can use to target its recruitment and to prioritize applicants while still maintaining its diversity hiring goal. Finally, it recommends ways to improve productivity of the PSB Background Investigation Division.

The Real Importance of REAL ID: A Strategy for Saving the Secure Driver's License Initiative
The 9/11 Commission made the case that state driver's licenses need to become a more secure cre-dential. Congress acted--twice, passing laws to establish national standards. Now this common-sense initiative is under attack and may never be implemented. Congress and the Administration must act decisively to make the REAL ID program a reality. They need a strategy that encourages states with the capacity to implement REAL ID to do so quickly, demonstrating its viability and value. Once REAL ID is underway, momentum will build for other states to join; their cititzens will not want to be left out of a program that materially contributes to their safety, their prosperity, and the protection of individual freedoms.

Plan to Shift Military Spending Faces Skepticism
CAMP LEATHERNECK, Afghanistan - Defense Secretary Robert M. Gates visited southern Afghanistan late last week not only to assess the American war effort, but also to showcase the kind of conflict he thinks the military must prepare to fight in the years ahead.
Mr. Gates predicted more of these messy, unconventional wars, and he argued that this kind of conflict requires America to shift spending to items like mine-resistant vehicles, surveillance drones and medical-evacuation helicopters, at the expense of tanks, bombers and aircraft carriers.

U.S. border agents track smugglers with 19th century skills
ANTELOPE WELLS, N.M. - Bill Fraley knelt to examine the brown, pebbled soil, like an art professor studying a familiar drawing.
"See those two fine-lines?" he said, passing a finger over two shoe prints, each with washboard rows of ridges. His hand moved to another heel print a few inches away. "And there's a doper lug," the heel imprint of a boot sometimes worn by drug smugglers.
A few steps away, a 5-foot barbed-wire fence cut through the cactus and greasewood, separating the United States from Mexico. The Border Patrol agent stood and tipped back the brim of his Stratton cowboy hat, eyes hidden behind aviator sunglasses. A satisfied expression hung on his chiseled face.

Police Week 2009
This past week was Police Week here in the United States. May 15th is Police Memorial Day and on Wednesday, May 13th, the 21st Annual Candlelight Vigil was held in Washington DC. As a retired police officer and still-active police instructor, this week holds special meaning for me and I take great comfort and pride in the time I spend among my brothers sisters at the National Law Enforcement Officers Memorial. Here is a look at some of the highlights from the week.

CAUTION
Yesterday a law enforcement officer in our area died from the result of a traffic crash while he was on the way to a Burglary call. That's four law enforcement officers of whom I have received news of their deaths in the line of duty just this month.
I have seen officers crash into vehicles at intersection when the opposing traffic did not yield to the emergency lights and siren. I have seen patrol vehicles struck by other traffic when the patrol vehicle is sitting still and in a usually safe place. I have seen death and injury where it should never have happened. Sometimes the cause of these incidents is because the officer assumed something not true... Was in too great a hurry... Or, in most cases, someone else was not paying attention and not maintaining proper attitude and/or control.

Swim Your Way to a 6-Pack
We're giving it to you straight: You're never going to swim like Michael Phelps. For starters, you're probably not 6'4''- and in the water, length means speed. Then there's your-by comparison-penguin like wing span. Phelps's span is 79 inches, and it propels him through the water like a nitro-fueled speedboat. And the 45 miles of practice he puts in a week? Great for him, but you have commitments.
Now, the good news: All of this had less to do with Phelps's six gold medals and three world records at the 2004 Olympics than one basic in-pool principle that anybody can learn: "The longer and more streamlined you can make your body, the faster you'll go," he says.
