  Opposing View: Keep Arms Off Ships

Does the provision of private security contractors provide a viable solution to the growing problem of piracy off the Horn of Africa? Quite apart from the high cost - a robust security operation can run as much as $21,000 a day - employing security contractors poses problems on several fronts.

First, most coastal states impose restrictions on ships entering their territorial waters if they carry weapons. Arming crews would significantly complicate the legal logistics of any container vessel that makes numerous ports of call.

Second, since many states do not allow armed personnel on vessels, this would be liable to increase so-called flags of convenience, compounding an already amorphous and poorly regulated industry.

  World Without Nukes? Not So Fast, Graybeards Say

President Barack Obama recently laid out his vision of a world free of nuclear weapons. A panel of nuclear strategy experts' advice on how to get there: Take the tiniest of baby steps.

The Congressional Commission on the Strategic Posture of the United States - tasked by Congress to take a comprehensive look at U.S. nuclear weapons policy - released its final recommendations this morning. And in his preface, Chairman William Perry sounds downright pessimistic about the president's goal. "Indeed, if the vision of nuclear elimination is thought of as the 'top of the mountain,' it is clear that it cannot be seen at this time," he writes. "But I believe that we should be heading up the mountain to a 'base camp' that would be safer than where we are today."

An After Action Report

It was the latest annual RSA Conference, held in San Francisco in late April-traditionally the largest gathering of computer security professionals anywhere.

Lost among the rubble

The real plotters of the terrorist attacks may never be brought to justice

IT WAS not long after the bombs exploded on July 7th 2005 that police discovered the identities of the men who had carried and detonated them. But the four British Islamists who murdered 52 people on London’s public transport network killed themselves in the process. Nearly four years on, no one has been convicted for the crimes, though police suspect that perhaps 20 people were in on it. A trial on which officers had pinned their last hopes of a conviction ended on April 28th with all three defendants acquitted of any role in the plot. Officers now doubt anyone will ever be sent down for the atrocity.

Fake internet drugs risk lives and fund terrorism, warns journal editor

People who buy fake internet drugs could be risking their lives and supporting terrorism, according to an editorial in the February issue of IJCP, the International Journal of Clinical Practice. Editor-in-Chief Dr Graham Jackson, a UK-based Consultant Cardiologist, has called for greater public awareness of the dangers and consequences of the counterfeit drugs market, which is expected to be worth £55 billion by 2010.

  From Strategy to Implementation: The Future of the U.S.-Pakistan Relationship

Developing and implementing an effective U.S. policy toward Pakistan is one of the most complicated yet important foreign policy challenges the Obama Administration faces. Pakistan is in the midst of societal and political shifts that are challenging its leadership's ability to maintain stability and even raising questions about the potential for an Islamic revolution in the country. Pakistan has long suffered from ethnic and sectarian divisions in different parts of the country. But the more recent threat from a well-armed and well-organized Islamist insurgency pushing for the establishment of strict Islamic law in the country's North West Frontier Province (NWFP) adds a new and more dangerous dimension to the country's challenges. Although the collapse of the Pakistani state may not be imminent, as some have recently argued, the government's surrender of the Swat Valley is a major victory for Islamist extremists seeking to carve out pockets of influence within the country.

A Look at Ben Gurion International Airport's Security

Zeev Sarig, head of security at Ben Gurion International Airport, hosted dinner at a cozy Jerusalem restaurant on the second night of the Airports Council International–North America Israel security mission in May 2008. I had been invited on the weeklong trip as the group's lone air cargo guy and listened intently as our charming host filled the evening with lively, interesting, and passionate conversation about U.S.-Israeli relations and current events. As the discussion progressed, it soon became clear why Israel picked the unimposing Six Day War veteran who fought alongside General Moshe Dayan to meet the challenges of running one of the most secure airports in the world.

It is normal to hear about Israel's practices in any security policy discussion in Washington. Israel's response to frequent terrorist activity supports an industry thriving on technology, designed to protect the country and its transportation infrastructure. I therefore jumped at the chance to accompany American airport and government officials for a glimpse of what has become the world's security best practices baseline. It was interesting to find a situation in which airport security and commerce coexist, albeit in a much smaller, more controllable, and perhaps less competitive environment than the United States.

"Leather" Concealment Holsters

With Police Week happening in Washington DC this week there will be several thousand police officers walking around our nation's capital with a badge hanging around their neck and a gun settled on their hip. Many won't even make an attempt to conceal that weapon. In my opinion this is neither right nor wrong. It's Police Week. The brotherhood will gather and anyone who doesn't like the way they look can write a complaint - to whom, I have no idea. For those who do try to conceal their weapon I felt it might be appropriate to look at a few concealment holsters with a history of proven performance.

I have pondered this statement since it struck me as I viewed this movie the last time I saw it. It struck me how clearly it states the attitude of the Peace Keeper. Peace Keepers give up their own way and desires to dedicate themselves to the safety, survival and welfare of others. Peace Keepers choose to put themselves under the command of the government to provide a safe world in which citizens might live and prosper. If not for the Peace Keepers there would be no peace and no life as we have known it in recent past times, especially since the War Between the States when the aftermath dictated that there become a well developed system of law enforcement and military to avoid more war with and between citizens.

That's what I discover when I arrive at Grand Targhee Resort, at the foot of Wyoming's Tetons, for the Badwater Ultramarathon Training Camp. For the next 5 days, I'll be working out with a dozen or so adventure racers and extreme endurance athletes as they prepare for the most fearsome footrace on Earth: a 135-mile run across Death Valley and up the side of Mt. Whitney in the blistering heat of summer.
