Welcome to another morning of the Blackwater Tactical Weekly. I would like to spend a couple of lines thanking all the people that work so hard week in and out making this possible. Jennifer G., Bevan, Jacquie, Chaplain Staton, Frank Borelli and others who I can just not remember this early on Monday morning. Without their dedication and hard work we would never get this done every week.

SHOOTING ON STEEL IS A COLLISION

Back splatter which is really secondary splatter, is hard to testify to because, just as billiard balls bank and ricochets, it is an inexact science.

The science however is governed the physic of collision and the derivations there from. In a perfect world, the problem could be analyzed on the basis of the theories for “Elastic and Inelastic Collisions of Solid Bodies” and the law of “Conservation of Energy”. From Elastic Collision theory one can theorize that the angle of incidence will be the angle of escape after the collision, but we are not in a perfect world.

Avoiding a collision course in US-Pakistan relations

The long-awaited new strategy for Afghanistan and Pakistan that President Barack Obama will be in the process of unveiling by the time this comes into print is the clearest signal yet that the Obama administration intends to dedicate the time, resources, and US leadership necessary to stabilise the region and contain the terrorist threat in South Asia.

The new plan will likely reflect a shift in US strategy towards more regional diplomacy and civilian aid to both countries, but less tolerance for the continued existence of militant sanctuaries on the Pakistani side of the border.

FBI Nabs Robbers with Google Map, Spycam Mashup

G-Men these days have to focus more on stopping terrorists than nabbing old-school bank robbers. So FBI agents in Arkansas are enlisting the online public's help in catching the thieves. And it appears to be working. Four bank robberies have been solved in the past six months, thanks in part to tips collected from BanditTrackerArkansas.com, Little Rock special agent Steven Burroughs tells the Arkansas Democrat-Gazette. In all, 10 suspected robbers featured on the site are now behind bars.

Army gear gets tailored for Afghan mission

FORT BELVOIR, Va. — after seven years of combat, the Army is sending soldiers to Afghanistan with tougher, lighter gear to help them deal with the rugged, high terrain. Everything from boots to pants to mountaineering equipment is being redesigned as the military prepares to send 21,000 more service members there by summer. Each new piece of equipment must balance the protection it offers with the weight it adds to a soldier's burden.

The weight of soldiers' gear has become a top concern for the Army. This month, Gen. Peter Chiarelli, the Army's vice chief of staff, told U.S. senators the average soldier's load of rucksack, weapon, ammunition, helmet and gear can top 130 pounds. That weight makes soldiers tired and more prone to injury, Chiarelli said.

Kicking Doors, Taking Names

CANNON AIR FORCE BASE, N.M. -- The two security forces teams entered the village carefully and systematically, not sure what to expect. They received intelligence regarding hostile forces in the area, and they stuck together as they entered buildings. 

A smoke grenade masked their entry into the village when mayhem commenced as explosions and small arms fire began what would turn into a lengthy firefight. The 27th Special Operations Security Forces Squadron would emerge victorious, although they took one "casualty" in the process. 

They had to evacuate Tech. Sgt. Michael Cline, 27 SOSFS, to the aircraft, which was compromised by enemy forces.

Initial Evaluation of the Cities Readiness Initiative

The Cities Readiness Initiative (CRI) was created in 2004 to help the nation's largest metropolitan areas develop the ability to provide life-saving medications in the event of a large-scale biological terrorist attack or naturally occurring disease outbreak. In 2007, the Centers for Disease Control and Prevention asked RAND to provide an initial evaluation of the impact of the Cities Readiness Initiative on awardees' readiness and capability to conduct mass countermeasure dispensing above and beyond what would be the case without the program.

The subsequent study drew on available empirical evidence, including data from the Technical Assistance Review, a CDC-administered assessment of jurisdictions' capabilities in 12 core functional areas associated with countermeasure distribution and dispensing, as well as qualitative data collected through discussions with personnel involved with countermeasure dispensing in nine metropolitan areas (both CRI awardees and non-CRI jurisdictions). The evaluation showed that, overall, CRI awardees had benefited from the program's preparedness guidance and scenario focus and that the program had strengthened or encouraged the development of partnerships with other stakeholders. The program also encouraged a variety of changes to awardees' training plans and had spillover effects on non-CRI sites. However, this evaluation did not address questions of how the documented benefits compare to the program costs.

Troops train new Afghan police 'STT' teams

BAGRAM AIRFIELD, Afghanistan, April 2, 2009 – Three U.S. military police officers are tasked with mentoring Afghan National Police in an area larger than the state of Delaware -- a situation that calls for some creativity.

"We were on a ‘soft-knock’ [operation] in Nishagam, and we noticed that it might be good to have a specially trained team," Army Sgt. Nathan Byrd, the team's leader, recalled.
The soldiers of the 527th Military Police Company decided to establish the first special weapons and tactics team comprising Afghan police in Regional Command East.

Recreational Equipment Review

Marc Lee Glory Knife

A few years ago I had the honor of reviewing a knife designed and manufactured to honor the first Navy SEAL killed in Afghanistan. This week I have a similar honor as I review the Marc Lee Glory Knife - designed by Eddie Killian and manufactured by Benchmade to honor the first Navy SEAL killed in Iraq. It is serendipitous that Benchmade would decide to produce the knife honoring a Navy SEAL who was originally from Oregon (given that Benchmade is HQd there). Let's take a look at the knife, Eddie's motivations, and what changes were made between first prototype and production model.

Benefit Fund for Officer El-Shami

On the morning of March 25th 2009, Officer El-Shami was requested for backup to conduct a well-being check on a possible suicidal man. The local Police Departments and Sheriffs Department were unaware that this individual had already taken the life of one individual. As Officer El-Shami arrived at the end of the driveway to a possible location where the suspect may be. He let dispatch know his location but before anyone else could arrived he was ambushed. At least 5 rounds penetrated his cruiser, shattering the glass, one narrowly missing him and hitting his headrest. Another round struck the driver side pillar, and fragmented. The fragmented bullet entered both of Officer El-Shami’s eyes, causing catastrophic damage to the left eye, and severe damage to the right. It is unknown at this time how much vision he will regain in the right eye.
